Overview

The Proposal Manager will support all phases of the proposal process in response to commercial and U.S. government solicitations (Requests for Proposals (RFPs), Request for Quote (RFQs), Requests for Information (RFIs), etc.). The Proposal Manager’s focus is to support development of compliant, comprehensive and compelling submittals.

Responsibilities

Review and analyze RFPs and related documents and align proposal responses accordingly.

Develop detailed proposal schedule and ensure adherence to all deadlines.

Work with Capture Manager to obtain appropriate writing and Subject Matter Expert resources.

Prepare all supporting proposal development documentation (outline, team assignments, proposal management plan, schedule, kick-off meeting materials, storyboard templates, writing plans, etc.).

Enforce content management and version control practices, including maintaining proposal-specific SharePoint sites

Utilize industry research tools to gather background research and customer intelligence.

Create compliance matrices and proposal outlines and track/report proposal progress against those outlines.

Support the Capture Manager to coordinate day-to-day proposal management activities, including development of work plans, schedules and action items.

Support coordination of proposal team activities on a daily basis, including regular (daily, weekly) proposal status meetings.

Maintain understanding of bid strategy as it evolves; integrates the bid strategy into the proposal.

Support assessment of proposal content as it is developed for integrating of win strategy, messaging and that content meets requirements for a compelling, winning proposal.

Create proposal outline, including page allocation, based on weight of evaluation criteria.

Develop and maintains compliance matrix against solicitation requirements; ensures proposal structure complies with RFP requirements.

Write proposal content (management, technical, resumes, past performance, business volume, etc.) as necessary to populate solicitation response template in accordance with proposal compliance matrix sections and page counts.

Support Pricing Manager to develop competitive price proposals, BOE’s and cost narrative.

Coordinate all parties when a change in schedule is required and develops new workplan.

Monitor Government communications; manage Government responses and update requirements accordingly.

Coordinate and support proposal production activities.

Ensure on-time delivery of all assigned proposals.

Develop and communicate version control throughout RFP response lifecycle; ensures proposal artifacts are secured at all times.

Support other members of the proposal team and business development staff on other proposal efforts as required and appropriate.

Qualifications

Education & Certifications:

5+ years of experience

Knowledge of Proposal Management and Proposal Development best practices.

Must have understanding of proposal compliance, including experience analyzing solicitation instructions (Section L), evaluation criteria (Section M), as well as work statements (Section C).

Experience creating proposal outlines and schedules, managing and coordinating proposal teams and work products, writing new material, editing written material, and producing high-quality proposals under tight deadlines.

Experience & Requirements:

Bachelor’s Degree in English, Communications, Journalism, or a related field.

Work Environment

This job is based in the Richland, Washington office. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.  For the right candidate, may be a full-time or part-time opportunity.
