  • Overview

    Veolia Nuclear Solutions – Federal Services has an immediate opening for a Human Resources Manager. The individual will be responsible for managing all of the employee functions of the company in accordance with established company policies and practices, ethical and social consciences of business and society, and the laws, regulations and governances of local, state, and federal agencies.  Excellent understanding of working within the Department of Energy contracting environment. Ability to be “hands on” in working HR issues in areas of Employee Relations, Union Relations, Benefits, Staffing, Compensation, Compliance, etc. Strong knowledge of Labor relations, Able to prepare information to utilize during the collective bargaining process. Oversee compliance with various unions negotiated contracts. Is responsible to ensure the company is in compliance with all laws, and regulations.  Is responsible for the strategic human resources planning function in order to provide company with the best people talent and practices so that we can effectively compete and operate optimally.


    Duties & Responsibilities:

    • Plan, develop, organize, implement, direct and evaluates the company’s human resources functions and performance.
    • Participate in the development of the company’s strategic plans and programs as a business partner but particularly from the perspective of its impact on people.
    • Translate the company’s strategic and tactical plans into HR strategic and operational plans.
    • Evaluate and advise on the impact of long-range planning of new programs/strategies and regulatory action as those items impact the attraction, motivation, development and retention of the people resources of the business.
    • Develop staffing strategies and implementation plans and programs to identify talent within and outside the company for positions of responsibility. Identify appropriate and effective external sources for candidates for all levels within the company.
    • Develop progressive and proactive compensation and benefits programs to provide motivation, incentives and rewards for effective performance and to provide programs which utilize an employee and company partnership for the short and long-range health and welfare of employees.
    • Develop human resource planning models to identify competency, knowledge and talent gaps and develop specific programs for filling the gaps. .
    • Continually assess the competitiveness of all programs and practices against the relevant comparable companies, industries and markets.
    • Enhance and/or develop, implement and enforce human resources policies and procedures of the company by way of systems that will improve the overall operation and effectiveness. .  Ability to deliver essential reports to operation leaders for better management of the business.
    • Maintain knowledge of international HR policies, programs, laws and issues. Understand the differences of domestic and international policies and programs and coordinate the integration of all such programs.
    • Provide technical advice and knowledge to HR team.
    • Manage the budget, strategic initiatives, and other financial measures of the HR function.
    • Effectively evaluate human resources structure and team plan for continual improvement of the efficiency and effectiveness of the group as well as providing team members with professional and personal growth.
    • Perform other duties as directed by manager.

    Routine Responsibilities:

    • Provides consultation and guidance to senior management on all matters relating to the human resources, including but not limited to people issues, complaints, investigations, trends, employment laws, benefit programs including qualified and non-qualified plans, interpretation of policies and procedures, HR strategic initiatives, training and development and succession planning.
    • Assists in recruiting and interviewing candidates.
    • Safeguards the companies’ open door policy by providing telephone and face-to-face accessibility to various associates throughout the company.
    • Prepares monthly operational report.
    • Ability to utilize skills in data collection and analysis, negotiation and policy making, along with knowledge of labor law and collective bargaining procedures to maintain an organizations’ s positive relationship with it’s employees.
    • Ability to negotiate resolutions with Union Stewards to avoid expensive litigations, strikes and other business disruptions.
    • Oversees day-to-day operations of HR function and provides direction to team as required.


    Education & Certifications:

    Degree in Human Resources or other management area and 7+ years of HR experience preferred.  Practical experience in Human Resources including management experience can be substituted for degree.

    Generalist experiences in managing a range of administrative areas of responsibility including but not limited to:  Compensation, talent acquisition, organizational development, strategic planning, payroll administration, employment law, policy administration, training and development, succession planning and benefit administration. Strong knowledge base working within the Department of Energy.  Experience working with various collective bargaining units and Labor Relations.


    Communication Skills, Mathematical Skills and Reasoning Abilities:

    • Ability to read, analyze and interpret the most complex human resource related documents.
    • Ability to respond effectively to sensitive inquiries and or complaints.
    • Ability to effectively lead discussions and facilitate persuasive presentations on controversial or complex topics to employee groups, management, and occasionally to the Board of Directors and other outside organizations as necessary.
    • Understands metrics and analytics
    • Apply problem solving and decision making skills in diverse situations.
